Celsius is a degree sic better than Fahrenheit, but of course still a historical artefact. Now we are stuck by using Celsius and Kelvin both as recognized metric units.

Sweden has been metric since looong before I was born, so in my lifetime there hasn't even been a remnant of older systems.

Avogadro number belongs to SI. One could use any SI unit and scale it as they wish just by multiplying with powers of 10 - no need to change names or switch units. All my life the rulers the measuring implements, not monarchs in my country have always had both inches and centimetres, but because I've never had to use inches and never been told to use them, I never do and they feel incredibly unnatural.

Actually, US uses metric, mostly. Main place US hasn't converted, is consumer products. But they all have metric measurements on them. And I saw a ml bottled drink yesterday. My first comment was to ask if it was imported. Pepsi is evidently trying expanding its metric sized packaging. Also, you'll find metric is taught in Science and Engineering classes in colleges and that those disciplines use metric wherever possible in industry as well.
The military uses metric for many things also. I'm Canadian so If another intelligent species would have a power of two fingers, that would match more with Imperial, with a unit of length divided in 2 parts, or 4, 8, 16, 32 etc. Show 1 more comment. That said, everyone who uses units, from the present up until the Enterprise era, is some kind of astronaut or scientist who might very well be using metric even if they were a present day American.

Since they are in a US government building, I think it's reasonable to assume that the US had switched to using Celsius at least by Friday, August 30th, Since this predates the formation of the United Earth government, I think it's reasonable to assume they always used the metric system, at least for temperature.
For now, only two or three countries uses the Imperial system. In the future, probably no one is going to. As United Earth was the unification of Earth, It's probably that they chose the most used - the metric system over other systems.
So I presume when It was created either all countries already used the metric system or It was chosen as the official one after it's creation. I sincerely hope I could give you some information.
Bear in mind that the Imperial system is completely useless in engineering applications, and never used or taught in science or engineering courses at college or university. So in answer to your question, Earth already uses the metric system in serious applications. While the general public may still use imperial measurements on a united Earth, we only ever see starship crews and being trained in a variety of scientific and engineering disciplines, they'd all be used to metric anyway.
